A Conferência EU-Latin American Partnership on Raw Materials reúne a comunidade das matérias-primas minerais, incluindo os responsáveis pelas políticas, a indústria, o setor privado e a investigação e inovação na UE e na América Latina. Para além disso, a conferência é gratuita. A conferência pretende promover e aprofundar a cooperação e a troca direta de conhecimentos entre a UE e os países parceiros da América Latina, com base nos seus interesses comuns, objetivos e valores partilhados.
SOBRE
O mundo está perante desafios inéditos devido às mudanças climáticas e à crise económica desencadeada pelo Covid-19. Tanto a UE como a América Latina precisam de trabalhar em conjunto para alcançarem uma recuperação sustentável. Os compromissos para com uma economia verde e neutra para o clima irão desencadear uma maior procura e diversificação de matérias-primas. Esta situação proporcionará oportunidades aos países com muitos recursos mas também uma pressão considerável, uma vez que as matérias-primas têm de ser produzidas de forma sustentável e responsável e contribuir para os Objetivos de Desenvolvimento Sustentável, a começar ao nível das comunidades locais.
A UE e a América Latina têm o interesse comum de analisar estas oportunidades e desafios e discutir como enfrentá-los no contexto de cooperação existente, com vista à construção de cadeias de valor integradas para ecossistemas industriais chave como as energias renováveis, a mobilidade electrónica e a digitalização.
A Conferência apresentará perspectivas sobre como reforçar a cooperação entre os Estados-Membros da UE e os países da América Latina, como construir parcerias para integrar as cadeias de valor das matérias-primas europeias e latino-americanas e como estimular investimentos e avanços tecnológicos.
Começando com um evento político de alto nível no primeiro dia, a Conferência oferecerá um programa de sessões temáticas chave durante o segundo dia. Serão organizadas oportunidades de networking para promover o estabelecimento de contactos.
A interpretação simultânea para os participantes em inglês, espanhol e português estará disponível durante ambos os dias, excepto para o evento de networking. .

He has 25 years of experience in environmental management issues in public, private and academic fields; he specialised in the international chemical and waste management agenda. |

Alexandre Vidigal de Oliveira, jurist and public manager, is the National Secretary of Geology, Mining and Mineral Transformation for the Brazilian Ministry of Mines and Energy, Chairman of the Auditing Board of Pre-Sal Petróleo-PPSA, Chairman of the Board of Directors of the Company of Research and Mineral Resources-CPRM, and Coordinator-General of the Mercosur Working Group-15 (SGT-15, Mining and Geology). He held the position of a Federal Judge for almost 28 years, until January 2019. He holds a PhD in Law from Universidad Carlos III of Madrid, and a master’s degree and two specialisations in Law. He has extensive professional experience in the federal public sector, notably in analysis and decision-making on matters of high complexity in the public-private relationship, such as bids, contracts, regulation, inspection and public policies, in the energy, oil and mining sectors, among others, and on constitutional, administrative, tax, budgetary-financial, criminal, mediation and conciliation issues. |

Carlos Forero Bonell is the General Director of the Colombian Stone, Sand and Gravel Association, ASOGRAVAS. He is the representative of the private sector in the National Mining Policy Board for the Ministry of Mines, and a Professor at Universidad de Los Andes, Universidad del Rosario, and the Business School of Management, EAN in Bogotá. He received his B.S. in Chemical Engineering and previously held the role of President of the Colombian Mining Council. He is a Member of the Board of Directors of the former Colombian Mining Authority, INGEOMINAS, and the Colombian representative for mining, land planning and environmental projects with the Iberoamerican Cooperation Agency CYTED. |

Clemence Siret is the Corporate Eco-Designer Manager for SAFT. She holds a diploma from the Graduate School of Electrochemistry and Electrometallurgy of Grenoble (INPG) in France. She started her career in Alcatel Alsthom Research Center near Paris in 1991, before moving to SAFT Research Center in Bordeaux as Senior Research Scientist in 1999. In 2008, she became Corporate Eco-Design Manager, ensuring that the SAFT product range meets the eco-design requirements set by the authorities, and customer expectations with regard to environmental and social performance. |

Éric Pirard is a geological engineer and professor at University of Liège (BE). He is the academic coordinator of EMerald, a European master’s degree programme in resources engineering labelled by the EIT RawMaterials Academy. His research group, GeMMe, is active in developing innovative technologies for mineral resources characterisation, geometallurgy, and the circular economy of materials and metals. GeMMe participates in several research projects funded by European (H2020 Tarantula, EIT Cebra, LIFE PlasPlus etc.) and regional funds (Reverse Metallurgy Wallonia, 61 M€). Éric Pirard is invited professor at Universidad Politecnica de Madrid and has been actively involved for more than 25 years in cooperation projects with Latin America through teaching (Lima (PE), Oruro (BO)) and field research (Li brines, Fe BIF, small scale gold etc.). |

He was appointed to this position in 2020 after having served for several years as assistant in the European Parliament and as Manager in the Corporate External Affairs department at Aurubis. He has also worked as a consultant in the field of regulatory reporting. In his current role, he focuses on trade, industry and supply chain policies. He was appointed to this position in 2019, after having served as Coordinator-General of Geology, Mining and Mineral Transformation Policies. He also served as Head of Staff Secretariat of Geology, Mining and Mineral Transformation of the Ministry of Mines and Energy, as a member of the Fiscal Council of the Research and Mineral Resources Company, and of the Brazilian geological survey for seven years. In his current role, he leads the campaign to develop Public Policies and their regulations in the field of Geology and Mining. Gwenole Cozigou is Director for Sustainable Industry and Mobility in DG GROW (Internal Market, Industry, Entrepreneurship and SME) – European Commission. An economist by training, he has worked as an official in the European Commission since 1985 in the fields of Enterprise and Industrial Policy, and External Relations. After dealing with relations with Central and Eastern Europe and the USSR from 1989 to 1996, he rejoined the Directorate-General for Enterprise and Industry, and since then has occupied several management positions. As a former Deputy Head of the Office of Commissioner Liikanen, he has been in charge of Food Industry and Biotechnology; the coordination of the Internal Market legislation for Goods; the Enterprise and Industrial policy; and the Defence, Aerospace and Maritime Industries. Since 2008, his Director portfolio in DG GROW covers Circular Economy; Construction; Energy-Intensive Industries; Raw Materials; Engineering; and Rail, Automotive and Maritime Industries. |

Ignacio Celorrio is Executive Vice President for International Affairs at Lithium Americas Corp and has over twenty-five years of experience in counselling international clients in legal and institutional affairs in the mining sector. Through his practice, he has engaged with federal and provincial authorities, NGOs, and other civic society participants in every Argentine mining province, as well as several Canadian and Australian institutions. In addition to several legal associations, Ignacio has been a Board Member of CAEM (Argentine Chamber of Mining Entrepreneurs) for almost ten years, and a direct participant in a majority of Argentinean mining company associations. His extensive academic practice includes degrees from the Argentine Catholic University, Austral University, and the University of Buenos Aires Law School. He is currently the Chair of Administrative Law at the University of Argentine Social Museum. Mr Cheuquelaf is the Undersecretary of Mining at Chile’s Ministry of Mining. He has a law degree from the Pontificia Universidad Católica de Chile, and a Diploma in Negotiation and Coaching from the same university. He has more than ten years of experience in the public and private sectors, with vast knowledge in public law, project monitoring, environmental law, the rights of indigenous peoples, and other areas. He has worked as a lawyer at the National Corporation for Indigenous Development (CONADI) and also served in the Ministry of the General Secretariat of the Presidency. From 2014 to 2017, he served at the Executive Directorate of the Environmental Assessment Service (SEA). He was project manager at the environmental consulting firm Anagea, and then head of the Project Development Division at the Ministry of Energy. Before assuming the position of Undersecretary of Mining, Iván was head of the Sustainable Development Division of the same portfolio. |

Jorge Cantallopts holds a master’s degree in Financial Economics and Economics from the University of Santiago de Chile. He has 25 years of experience as an economist, more than 20 of which have been dedicated to the analysis of the mining sector. From May 2014 to date, he has been Director of Research and Public Policies of the Chilean Copper Commission (Cochilco), where he previously served as Coordinator of Public Policies from 2007 to 2011. He previously served as executive director of MBChile, and consultant and advisor of the Mining Council. He has worked in areas of study and statistics in the Internal Revenue Service and the Central Bank of Chile, among others institutions. He is the author of several articles on economics and mining policies, and has been a professor of assessment projects, economic theory and market analysis of minerals at a number of universities in Chile. |

He has a degree in Business Administration from the Universidad Autónomo de Chihuaha. He has held various positions in the public sector, including the promotion of the state’s mining potential and the attraction of investment, technical and legal advice to mining, support for security strategies in mining areas, promotion of local supply and its inclusion in the supply chain, communication between mining companies and communities, and support for community development plans in the areas of influence of mining units. |

Karen Flores graduated with honours in Administration and Business Management from the Autonomous Technological Institute of Mexico, where she studied economics and public policy, social communications and public relations, and social investment, and she has more than 14 years of experience in the mining sector. From 2007 to 2013, Karen worked at the Undersecretariat for Mining of the Ministry of Economy, holding various positions. In 2014, she joined the Agnico Eagle team as the Head of Corporate and Government Relations for the Mexico Division. She was a member of the Steering Committee of the Mining Chamber of Mexico, and an active member of several of its commissions. She is also an advisor for the Chamber of Commerce of Canada in Mexico, where she chairs the Integration Caucus and the Women Building Business committee. She is a member of the founding group of WIM Women Mexico, a subsidiary of Women in Mining International. |

Luis Ducassi is the current General Director of the Mining Promotion and Sustainability Directorate at the Peruvian Ministry of Energy and Mines. He was appointed to this position this year after more than three years as Project Director at the Private Investment Promotion Agency of Peru. He has also worked at Aldesa Construcciones, Banco de Crédito del Perú and the World Bank. In his current role, he is in charge of the ministry’s campaign of proposing, evaluating and supervising mining policy and regulations, as well as carrying out coordination, articulation, dissemination and promotion actions to support the sustainable development of mining activities. Luis Ducassi is a professional in Administration from Universidad del Pacífico. He also has a master’s degree in Business Administration (MBA) from the Institut Européen d’Administration des Affaires (INSEAD). |

Luís Martins, Geologist, holds an MSc. in Economic Geology. His key activities are in mineral exploration, environmental geology, and mining heritage. He was head of the Mineral Resources and Geophysics Department at the Portuguese Geological Survey, and head of the Mines and Quarries Department at the Directorate General of Energy and Geology. Prior to his current position, he was Vice President at Colt Resources Inc., CEO of Ozdogu Portugal, and Vice President at Assimagra, a Portuguese mining association. Today he works on business and development for Fravizel SA, an engineering and metalworking company, and is President of the Board of Cluster Portugal Mineral Resources. He is a member of the Assimagra Strategic Council and the High Level Group of the European Innovation Partnership on Raw Materials. |

Magnus Ericsson is a veteran observer and analyst of global mining, his interests going back to the early 1970s. Since 2009, he has been a consulting professor of mineral economics at Luleå University of Technology, Sweden. Magnus’ key qualifications lie within the areas where mineral economics, mineral policy/strategy, mineral legislation and taxation cross. He has extensive experience in investment promotion, mineral policy formulation, including taxation and legislative issues and their implementation, institutional organisation and stock exchange regulations for mining companies, and he regularly performs analyses of mineral industries and their competitiveness. Magnus Ericsson is a member of the Royal Swedish Academy of Engineering Sciences. He is the founder and Editor-in-Chief of the scientific publication Mineral Economics. |

In that position, he was the acting Executive Vice President of the Agency, occasionally occupying the position of head of the organisation. He was the Coordinator Attorney and Head of Advisors of the Renovación Nacional Party at the Chambers of Deputies from March 1990 to March 2010, and subsequently from April 2014 to December 2019. |

Dr Massimo Gasparon is the Innovation Director at EIT RawMaterials, the largest consortium in the raw materials sector worldwide, initiated and funded by the EIT (European Institute of Innovation and Technology), a body of the European Union. His responsibilities include the overall coordination and management of EIT RawMaterials’ funding programme and International Outreach strategy. He holds a PhD in geochemistry from the University of Tasmania, and prior to joining EIT RawMaterials in 2017, he was a professor and geochemistry laboratory manager in the School of Earth Sciences at the University of Queensland. From 1995 to 2013, he coordinated several programmes aimed at establishing human impacts at research stations in the Australian Antarctic Territory. He is the co-author of over 100 scientific publications, a Fellow of the Alexander von Humboldt Foundation, and a Special Visiting Researcher at the Federal University of Minas Gerais in Brazil. |

He was previously Head of the Resource Efficiency Unit at the Secretariat-General, where he was responsible for the coordination of the Energy Union, the 2030 climate and energy package, the low emission mobility strategy, and the circular economy. |

Mr Schleuning started his assignment as Head of Unit at the Service for Foreign Policy Instruments (FPI) in November 2020. His Unit FPI.4 is in charge of the Partnership Instrument and the cooperation with industrialised countries and EU strategic partners. Prior to that he was Head of Cooperation at the EU Delegation in Kyiv/Ukraine. Mr. Schleuning joined the EC in 1999 and worked on postings in Brussels, Eastern Europe, Eastern Africa and South-East Asia. He holds a master’s degree in History and Slavonic Studies from Heidelberg University and is a fluent English, French and Russian speaker. |

Ms Gimbernat is Undersecretary for Mining Policy at Argentina’s Secretary of Mining. She is a lawyer and holds a master’s degree in Mining Business Management from the School of Law of the Universidad Católica de Cuyo. She was a professor of the Postgraduate programme “Environmental Technologies” of the Engineering School, and a member of the Faculty of the Master’s Degree in Environmental Information for Sustainable Development of the National University of San Juan. She has served in the Environmental Policy Directorate, the Planning and Urban Development Directorate of the Ministry of Works, Public Services and Environment, the Research Centre for the Prevention of Industrial Mining Environmental Pollution (CIPCAMI), and at the Interdisciplinary Commission for Mining Environmental Assessment of the Pascua Lama Binational Mining Project. She was head of the advisors to the Legal Department of the Secretary of State for Mining of the Province of San Juan, and the Ministry of Mining of the Cuyana Province. |

Tatiana Aguilar is Director of Corporate Mining at the Ministry of Mining and Energy of Colombia. She was appointed to this position in 2020, after serving as advisor to the Deputy Minister of Mining and the Minister on Mining and Energy for four years. She has also served as advisor at the National Mining Agency of Colombia. In her current role, she leads the Ministry of Mining’s campaign in diversifying the mining production matrix and increasing mineral production based on agile, efficient and sustainable practices. Tatiana Aguilar holds a master’s degree in Social Policy and Development from the London School of Economics and Political Science, and a master’s degree in Economics from Universidad de los Andes. She also holds degrees in Economics, Finance and International Trade from the Universidad del Rosario. |

Ing. Václav Zubíček, PhD. D. completed his studies at VSB-Technical University Ostrava. He then held a position at VOKD A.S., dealing with technical and safety issues in excavation in mining. Subsequently, he returned to his alma mater as Assistant Professor at the Department of Mining Engineering and Safety. He currently teaches mining-related subjects and participates in teaching international students, and additionally holds the position of Vice Dean for Science, Research and International Relations of the Faculty of Mining and Geology. His research focuses on old mining works, and he was a member of the solution team of the CEEMIR and ICT project. He also participates in the GeoMAP cross-border cooperation project, which aims to exchange scientific experience, methods, and the use of models to further observe the consequences of mining. He is currently a member of the Horizon 2020 REWAISE project team. |
